Mississippi RHTP Announces First Round of Technology and Infrastructure Awards
The selection process is complete for the Rural Capital Care Gap Closure (RCGC), Rural Technology Grant (RTG), and Telehealth Hub Connectivity, Equipment, and Education (TCE) grant programs. Authorized representatives of selected applicants will be contacted by email this week to begin the sub-award execution process.
Governor Tate Reeves will formally announce details regarding all executed sub-awards in the coming weeks.

This program aims to:
- Support transformative, innovative approaches in rural health communities through cross-sector collaboration.
- Advance integrated care delivery, school-based health, behavioral health partnerships, maternal and child health supports, nutrition-focused initiatives, workforce wellness, and other locally-driven solutions.
- Create sustainable systems that improve health outcomes and address related social determinants of health.

Statewide Health Information Exchange/Health Data Utility (HIE/HDU)
Lead the establishment, development, operation, and maintenance of a connected, statewide Health Information Exchange (HIE) initiative designed to improve healthcare interoperability, care coordination, public health reporting, and patient outcomes across Mississippi. Support the development of a connected health data ecosystem by facilitating collaboration among healthcare providers, hospitals, public health agencies, payers, community organizations, and technology partners.
Key Responsibilities
- Coordinate the establishment and ongoing operation of a statewide Health Information Exchange (HIE) network and future Health Data Utility (HDU) infrastructure.
- Support stakeholder engagement efforts with healthcare providers, hospitals, public health agencies, community health centers, payers, and other healthcare partners.
- Assist with project planning, implementation activities, documentation, and communication efforts related to health information exchange and interoperability initiatives.
- Monitor and support provider onboarding, participation, and data-sharing activities across diverse healthcare systems and Electronic Health Record (EHR) platforms.
- Coordinate statewide initiatives focused on bidirectional clinical data exchange, care coordination, public health reporting, medical imaging sharing, and emergency response support.
- Collaborate with technical and operational teams to promote interoperability standards, data governance, privacy, and security compliance.
- Facilitate communication between healthcare organizations and state agencies to improve health data accessibility and exchange.
- Support integration efforts with public health registries, surveillance systems, emergency systems of care, and future healthcare data platforms.
- Track project milestones, maintain documentation, prepare reports, and support grant-funded program objectives.
- Assist in identifying opportunities to improve data quality, reduce duplication, enhance reporting capabilities, and strengthen statewide health information sharing.
Qualifications & Skills
- Knowledge of healthcare information systems, health data exchange, and interoperability concepts.
- Experience with healthcare technology platforms, Electronic Health Records (EHRs), and data integration initiatives.
- Strong project coordination, stakeholder management, and communication skills.
- Ability to work collaboratively with healthcare providers, public health organizations, technology vendors, and government agencies.
- Understanding of healthcare data privacy, security, governance, and regulatory requirements.
- Experience supporting large-scale, multi-stakeholder technology or healthcare transformation initiatives preferred.

Experience working within rural healthcare environments in Mississippi or similar settings is strongly desired.
Purpose of the Role
The position supports Mississippi's effort to create a statewide health information exchange network that enables secure, real-time sharing of clinical and public health data, improves care coordination, enhances emergency response capabilities, and strengthens healthcare outcomes for residents across the state.
This is an official Request for Proposal (RFP) issued by the Mississippi State Department of Health (MSDH). All proposals must be submitted through the MSDH Procurement Portal in OpenGov.
