The Health Technology Advancement & Modernization Initiative (HTAM) is Mississippi’s effort to modernize the technology that supports rural healthcare—so providers can deliver safer, faster, and more coordinated care.
HTAM Focuses on:
Upgrading outdated systems
Improving cybersecurity and data protection
Expanding telehealth and digital care
Enabling providers to share information across the system

HTAM is designed for organizations that rely on or support healthcare technology.

What HTAM will fund and support
HTAM includes a set of targeted programs designed to close technology gaps and strengthen statewide connectivity.
Rural Provider Technology Grants
Mississippi will support providers in acquiring and upgrading essential technology systems needed for modern care delivery.
Funding may support:
- Hardware and software upgrades
- Vendor selection, system integration, and training
- Ongoing technical assistance and system optimization
EHR Replacement for Small Rural Providers
Many rural providers are using outdated or non-interoperable systems.
This program supports the transition to modern, interoperable EHR systems.
Funding may support:
- Replacement of outdated or non-certified EHRs
- Data migration and system integration
- Workflow redesign and staff training
- Interoperability testing and customization
Cybersecurity & Technology Modernization
Protecting patient data and system reliability is critical.
This program helps providers strengthen cybersecurity and IT infrastructure.
Funding may support:
- Cybersecurity software and network protections
- Risk assessments and security planning
- Staff training and awareness programs
- Incident response and compliance systems
Statewide Health Information Exchange (HIE)
HTAM will support the development of a connected, statewide data-sharing environment.
This will allow providers to securely share information and coordinate care in real time.
Funding may support:
- HIE system design and implementation
- Provider onboarding and training
- Data standardization and integration
- Governance and long-term sustainability planning

All HTAM funding must:
- Align with Mississippi’s approved Rural Health Transformation Plan
- Support system-wide technology improvements—not isolated upgrades
- Comply with federal funding rules and limitations
Funding is intended to build long-term, sustainable infrastructure, not one-time technology purchases without integration.
